Liu Weibing, male, born in Wuhan, Hubei Province in November 1978. He received a Master of Science degree in Applied Mathematics in 2005 and a Doctor of Engineering degree in Systems Engineering in 2008. After graduation, he became a researcher in the Department of Public Economics and Social Security at the School of Politics and Public Administration of Wuhan University.
