城市低保制度运行效能评估研究——基于辽宁省的调查数据分析

【摘要】 在文献分析和访谈的基础上,基于公众满意度和公共教育支出绩效指标体系,构建了城市低保制度运行效能评估的6组模型,并通过比较确立最优模型。根据研究结果,提出提高低保群体制度认知、规范审批程序、健全城市低保动态调整机制和关注低保边缘群体的四个方面对策建议,为进一步提高城市低保制度运行效能提供路径指导。
