【Abstract】Under the new business format, the flexible employment model of Internet platform came into being. The flexible employment group of the Internet platform is different from the full-time employment under the standard labor relationship, and the labor dispatch and part-time employment under the non-standard labor relationship, and the cooperative relationship between the platform enterprises and the platform enterprises is an equal subject. As a result, social security, which is based on formal and stable employment and labor relations, cannot adapt to the rapid development of new forms of flexible employment under the digital economy. The flexible employment group of Internet platforms faces the dilemma of lack of social risk response mechanism and insufficient social security. Drawing on the path of realizing the social security rights and interests of flexible employment groups in developed countries in the world, China's social security reform should achieve institutional tolerance and innovation on the basis of breaking through the constraints of labor relations. Guided by the spirit of the 19th National Congress of the Communist Party of China and the national "14th Five-Year Plan", and with the goal framework of "social protection for all" as a reference, we will optimize the system in terms of innovating the response mechanism for accidental injury and unemployment risks, promoting the fairness and accessibility of medical services, ensuring the fairness of pension insurance rights and interests, and increasing the popularization of policies,"Unpacking" provides social security programs in a step-by-step manner.
