【Abstract】China's economic "old before getting rich" and "old before being prepared" in the system determine that we need to take the road of developing inclusive pension services. Lack of pension resources in rural areas, the development of pension services is relatively lagging behind, there are endogenous obstacles, and they are facing more severe pension challenges. Based on the perspective of inclusive social welfare, the existing pension services in rural areas have formed a variety of development modes such as family pension, community pension, institutional pension, and rural social insurance pension, and are faced with shortcomings such as weakened family support, low matching of service supply and demand, insufficient support of pension resources, and limited overall security level. To explore the path support for the development of rural inclusive elderly care services, that is, to achieve the sustainable, high-quality and convenient development of rural inclusive elderly care services, the focus should be to promote economic inclusiveness, inclusive service objects and contents, and inclusive service methods. The development of pension services in rural areas will be the focus of the development of inclusive pension services, help open up the "last meter" of pension services, and promote the improvement of the construction of China's multi-level pension security system.
