"Lock-in" and "Pullback": The Impact of the Medical Insurance System on the Residence Intention of Migrants

【Abstract】Based on the data of the 2017 National Dynamic Monitoring Survey of Floating Population, this paper empirically analyzes the impact of medical insurance system on the residence intention of floating population. The results show that participating in insurance at the place of residence can increase the local residence willingness of the floating population, which has a "lock-in" effect, while participating in the insurance at the place of residence can reduce the local residence willingness of the floating population, which has a "pull-back" effect. At the same time, the "pull-back" effect and the "lock-in" effect are enhanced with the improvement of the treatment level of the medical security system. Further analysis shows that the influence of medical insurance on the residence intention of the floating population is restricted by the flow distance, and the "lock-in" effect of the place of residence and the "pullback" effect of the place of residence are both enhanced with the increase of the flow distance. The government should continue to deepen the reform of the medical insurance system, simplify the reimbursement procedures in different places, improve the level of reimbursement in other places, break down the institutional barriers of geographical division, and realize the fair enjoyment of medical security rights and interests of the floating population.
