【Abstract】The high-quality development of social security is reflected in the micro level to ensure that everyone enjoys social security and meets people's basic living needs. In the meso, it is necessary to pay attention to urban and rural co-ordination, regional co-ordination, and population co-ordination, and allocate social security resources to the places where they are most needed; At the macro level, social security is required to be multi-level and sustainable. After decades of development, China's social security has performed well in quantitative expansion, but there is still a lack of quality, which is mainly reflected in the fact that the universal coverage of social security has not yet been put in place, the "basic guarantee" of social security is still insufficient, the imbalance in the development of social security is prominent, the shortcomings of the multi-level social security system, the sustainability of social security is worrying, and the rights and responsibilities of social security subjects are unclear. Therefore, on the basis of achieving universal coverage and meeting the basic living needs of the people, we should further give full play to the role of social security in promoting social equity, and build a multi-level social security system with clear rights and responsibilities to achieve more balanced, adequate and sustainable development.
