Measurement and Influencing Factors of Catastrophic Medical Expenditure of Middle-aged and Elderly Families: Empirical Evidence Based on CHARLS Data

【Abstract】Based on the three-phase balance panel data from 2011 to 2015, this paper measures the catastrophic medical expenditure of middle-aged and elderly families and analyzes its influencing factors. The results show that the incidence of catastrophic medical expenditure of middle-aged and elderly families in China has further expanded during the study period, and the gap has also further increased. In 2015, the incidence of catastrophic medical expenditure, which is defined as 40% of the family's affordability, was still as high as 25.4%, with an average difference of 0.069 and a relative gap of 0.272.Anderson Medical Services model was introduced to analyze the influencing factors,and the results show that inpatient, outpatient and disabled people are more likely to have catastrophic medical expenditures, and economic conditions play a significant role in the occurrence of catastrophic medical expenditures. Accordingly, this paper proposes that measures should be taken to reduce the occurrence of catastrophic medical expenditures through policy recommendations such as issuing free medical service vouchers and strengthening medical cost control.
