【Abstract】Social security performance evaluation is a key link to promote the effective performance of social security function. At the end of the 20th century, government performance evaluation emerged around the world. As the core project of government public goods and services, social security performance evaluation has gradually changed from a theoretical evaluation model to an operational evaluation model, and three guiding logics have emerged: process, result and governance. From the perspective of the existing social security performance evaluation orientation, the result-oriented logic is superior among the three evaluation orientations. In fact, the evaluation of social security performance is a systematic project of scientific governance, and the formation of performance is composed of the interests of the people on social security and supporting services, top-level design, operation mechanism, governance structure and implementation effect. This series of links is forming, transforming and shaping the effectiveness of the social security system. The "process" and "governance" aspects of social security performance evaluation belong to implicit performance; The "outcome" is an explicit performance. If you focus too much on the "outcome", you will inevitably create operational biases. Therefore, it is a systematic project and an urgent task of scientific management to comprehensively reflect the top-level design, operation mechanism, governance structure and implementation effect of social security performance evaluation, reshape the social security performance of each link under different governance scenarios, and develop a comprehensive, reasonable and effective social security performance evaluation model.
