【Abstract】This paper firstly divides flexible employees into different categories according to the actual insurance participation, and focuses on three categories: those who cannot afford the basic pension insurance contributions or the payment period is less than 15 years; Those who normally participate in urban and rural residence insurance; Those who are transferred to urban and rural residence insurance after the employment insurance is terminated. Then, by determining the meaning of urban and rural housing security, the measurement standards for different types of flexible employment personnel were constructed, namely: pension with pension, pension with rural subsistence allowance standard, pension with urban subsistence allowance standard and urban low-income family pension. According to the measurement standard, this paper constructs an actuarial model to calculate the corresponding urban and rural housing insurance payment standards, the payment burden and its influencing factors, and finds that the payment standard of flexible employees who normally participate in urban and rural housing insurance belongs to the middle level of the current urban and rural housing insurance payment standards, and is higher than the payment standard of urban and rural residence insurance after the job insurance is discontinued. There is a burden of payment for those who are flexibly employed, and the payment burden of the urban subsistence allowance standard is heavier than that of the rural subsistence allowance standard. The number of years of payment, the level of occupational insurance payment, and the transfer of individual contributions when transferring from occupational insurance to urban and rural housing insurance are important factors affecting the payment burden of urban and rural housing insurance. Suggestion: Break the household registration restrictions of urban and rural residence insurance; When transferring from occupational insurance to urban and rural residential insurance, the individual contributions that are included in the pooled fund will be transferred together; Establish a multi-level urban and rural housing security guarantee mechanism suitable for different needs; Intensify policy publicity, increase the participation rate of flexible employment personnel and pay contributions for a long time.
