【Abstract】Based on the data of the world's typical economies from 1960 to 2015, this paper constructs a matching model of human capital structure of production, public and consumer service industries, and analyzes the change mechanism of global service industry supply structure and the conditions for improving the quality of economic development. The conclusion shows that the integration of public service industry and producer service industry can activate high-tech human capital, promote industrial optimization and promote high-quality economic development. It is integrated with the consumer service industry to produce a consumer economy while ensuring the middle and low level of human capital. Therefore, there is an intrinsic linkage between the optimization of the service industry structure and the high-quality development of the economy. This paper provides important policy implications for China to build a service-oriented economy, achieve rapid economic transformation, and successfully overcome the middle-income trap.
