【Abstract】This paper constructs the spatial model of China's provincial pension insurance fee reduction before and after the intervention of the central adjustment system, and calculates the impact of the central adjustment system on the pension insurance fee reduction space of each province in 2018~2025, and finds that the central adjustment system can make the equilibrium fee reduction space of the "contributing provinces" negative and the equilibrium fee reduction space of the "beneficiary provinces" positive, and the results of the Gini coefficient and Pietra-Ricci index also show that the central adjustment system can make the nominal fee reduction space of the provinces converge. However, the central adjustment system cannot reverse the situation that the nominal fee reduction space of the "beneficiary provinces" is insufficient and gradually shrinking, and it also faces the problem that some "contributing provinces" do not have the conditions for complete "contribution". The superimposed adjustment of the endogenous parameters and adjustment ratios of different policies can further expand the nominal fee reduction space of the "beneficiary provinces", but the direction and magnitude of the nominal fee reduction space of the "contributing provinces" are determined by the expansion of the nominal fee reduction space by the endogenous parameters of the policy and the reduction of the nominal fee reduction space by the central adjustment system. To this end, it is recommended to accelerate the promotion of the national overall planning of pension insurance, and at the same time implement policies such as expanding the scope of collection, consolidating the fee base, and increasing financial subsidies, and only adjust the basic pension and reasonably determine the proportion of increase.
