Poverty Reduction and Redistribution Effect of New Rural Social Pension Insurance Policy

【Abstract】Based on the data of the China Health and Pension Panel Survey, this paper uses the difference-in-difference method and the difference-in-difference propensity score matching method to estimate the poverty reduction and redistribution effects of the new rural social pension insurance policy. The results of the difference-in-difference method show that the Gini coefficient of the insured group decreases by 3.7 percentage points, the income redistribution effect of the new rural insurance in Zhejiang Province is much greater than that of the Gansu province, and the income redistribution effect of the group aged 60 and above is greater than that of the group under the age of 60. The estimation results of the difference-in-difference propensity score matching method show that; The participation of the 60-year-old and above in the new rural insurance system significantly increased their personal income by 46.2%~53%; The participation of the group under the age of 60 increases the personal income by 34%~40%, but the effect is not significant. The implementation of the new rural insurance has alleviated poverty and improved income distribution to a certain extent, but it has played a limited role. Therefore, this paper puts forward some suggestions to gradually improve the level of old-age security for rural residents, and realize the effective connection between improving rural old-age security and consolidating and expanding the achievements of poverty alleviation
