Can Social Policies Improve the Quality of Poverty Alleviation?—— Based on the Perspective of Poverty Incidence and Poverty Vulnerability

【Abstract】Improving the quality of poverty alleviation needs to be based on social policy protection, but there has been a lack of research on the relationship between the two. Under the guidance of the conceptual system of poverty alleviation quality, the impact of social policies on the quality of poverty alleviation was measured by using the CHNS panel data from 2014 to 2018, taking poverty incidence and poverty vulnerability as the proxy indicators of poverty alleviation quality. Firstly, the vulnerability of household poverty is measured and decomposed. Then, the propensity value matching method (PSM) was used to verify the redistributive effect of the social policy system. The empirical results show that the incidence of poverty in China generally shows a rapid downward trend. From the perspective of household poverty vulnerability indicators, poverty vulnerability is significantly higher than the incidence of poverty. The age of the household head, the size of the household, the number of family members, the education level, the employment status and the regional dummy variables will significantly affect the poverty vulnerability and poverty status of the household. However, the agency variables of social policy income, such as pension insurance (or pension) income, medical expense reimbursement amount, and hardship subsidy, have a certain impact on persistent poverty and its vulnerability, but their effectiveness is weak. This suggests that social policies are weak in reducing household poverty vulnerability and have a limited role in improving the quality of household poverty alleviation.
