【Abstract】The long-term care insurance system was implemented in Japan in 2000 and has undergone five reforms so far, becoming a model for solving the long-term care problem of the elderly. Welfare governance emphasizes the interaction, collaboration, and power transfer among various welfare subjects, which provides a useful perspective to explain the reform process of Japan's long-term care insurance system. Through the analysis of the framework and reform process of Japan's long-term care insurance system, the following enlightenment can be provided for the construction of long-term care insurance system in China: special legislation should be introduced to clarify the rights and responsibilities of each subject; establishing diversified financing mechanisms; optimize the unified disability level assessment system; Establish a nursing service system that coordinates home and community institutions, long-term care insurance and medical insurance，and a "three-in-one" nursing talent system
