Professor Yang Hongyan, director of the Institute of Healthy Aging of the Social Security Research Center of Wuhan University, and Chen Xin, a doctoral student, published an article entitled ""Ruler Competition" and "Reference Learning" among Local Governments and the Spatial Distribution of the Supply of Institutional Pension Beds" in the second issue of the Journal of Central University of Finance and Economics in 2020, which was reprinted in full in the fifth issue of the Social Security System in 2020.

【Abstract】Under the severe aging background, is the total supply of beds in nursing institutions in different counties (districts) in China sufficient, whether the spatial distribution is balanced, and can it meet the care needs of the elderly over 60 years old? Will intergovernmental competition affect the spatial distribution of institutional nursing beds in counties/districts? The results of the existing pension service supply need to be improved in terms of research scope, scale and spatial heterogeneity. Therefore, this paper uses geographically weighted regression on the premise of full consideration of spatial heterogeneity between regions at the county level to evaluate the impact of intergovernmental "ruler competition" and "reference learning" on the supply of institutional beds. The results show that the higher level of economic development in the central and eastern regions has not been transformed into the advantage of bed number. Fiscal expenditure is positively correlated with the number of institutional beds; The bias of fiscal expenditure structure caused by intergovernmental "ruler competition" and "reference learning" is the key reason for the low level of beds in many regions of China, and the degree of impact on both sides of Hu Huanyong's line is different. Therefore, some suggestions are put forward, such as optimizing the assessment weight, establishing a benign "ruler" for inter-regional pension service supply, and formulating targeted pension service supply policies in different regions.
