Professor Xiang Yunhua, director of the Social Security Research Center of Wuhan University, and Luo Jiaqi, a master's candidate, published an article entitled "The Current Situation, Problems and Countermeasures of Critical Illness Insurance to Promote Targeted Poverty Alleviation" in the 12th issue of Decision and Information in 2019, which was reprinted in full in the 5th issue of Social Security System in 2020.

【Abstract】Under the background of the policy of "targeted poverty alleviation", as an important system to solve the problem of poverty caused by illness, China's serious illness insurance system has achieved certain results since its implementation, and has become a link between the government and the poor population. In accordance with local conditions, various regions in China have successively studied and promulgated basic policies for serious illness insurance for urban and rural residents, and implemented preferential policies for the poor population who have registered for registration. Although the effect of China's serious illness insurance system is remarkable, there are also problems such as insufficient publicity for the poor, low level of medical insurance co-ordination, low level of poverty alleviation fund raising, and imperfect system guarantee mechanism. In the context of "targeted poverty alleviation", the critical illness insurance system should be combined with the needs of the poor population, and the role of critical illness insurance in poverty alleviation should be fully utilized.
