【Abstract】The poverty alleviation work has come to an end, and Xiushui Town, Sichuan Province has achieved all the practical results of poverty alleviation by the end of 2018, which provides a new idea for the "interconnected" development of poverty alleviation and rural revitalization strategy in the new era. The overall poverty characteristics of townships and towns are different, mainly including a large number of poor people, great difficulty in poverty control, various causes of poverty, and geographical limitations. Based on a simple linear regression analysis of the influencing factors affecting the poverty alleviation rate of Xiushui Town, combined with the poverty alleviation practice of Xiushui Town from the perspective of village collectives and individuals, a rural revitalization strategy scheme adapted to local conditions was proposed, and the basic idea of "grassroots governance" in rural governance was drawn. From the perspective of village collectives, the various measures taken by Xiushui Town to build a village self governance leadership team, promote poverty alleviation through consumption, encourage rural elites to return home, strengthen environmental improvement, and provide paired assistance correspond one-to-one with the overall requirements of the rural revitalization strategy of prosperous industries, livable ecology, civilized rural culture, effective governance, and prosperous living; From the perspective of villagers, poverty alleviation and hematopoietic poverty alleviation have injected vitality into the revitalization of rural talents.
