【Abstract】The lack of a quality supervision system for pension services has led to the fact that China's pension PPP projects are basically in a state of "zero supervision" and "unregulated" after operation. Based on the evolutionary game theory, taking government supervision as the starting point, this paper constructs an evolutionary game model between government regulatory departments and the private sector, studies the strategy selection of both sides in the game process, and uses Matlab simulation to analyze the influence of evolutionary equilibrium strategy and parameter variable adjustment on evolution strategy in different situations. The results show that the key factors influencing the evolutionary game system between government regulators and the private sector are the benefits and costs of government regulation, government operating subsidies to the private sector, and the cost savings of low-quality services provided by the private sector. Punishment can effectively spur the private sector to operate in compliance and improve service quality, but it will fail when the government does not supervise. Therefore, when designing the pension PPP service quality supervision system, it is necessary to take into account the economic performance of the private sector and the social welfare goals of the government departments, realize the double Pareto improvement, and promote the game system to jump out of the "invalid" state and the bad "locked" state, and evolve towards the "ideal" state.
