【Abstract】In the process of continuous and in-depth promotion of medical reform, China's PPP model of medical service financing requires the government to change from a direct "provider" of medical public service products to a "partner" of social capital, and mobilize the enthusiasm of social capital for investment and financing in the field of medical and health by strengthening the supply-side structural reform of medical service financing. The core essence of the PPP model is "co-construction", that is, some public goods and public services that cannot be achieved by the market alone and are beyond the power of the government need to be united by the government and the market to form an effective synergy. In practice, based on the unique complexity and information asymmetry in the field of medical services, it is necessary to fully consider the dilemmas and challenges of conflicts of interest between the government and private parties, the long cooperation period and risks of PPP projects, the uneven financing level of urban and rural medical services, and the imperfect legal system related to the PPP model. To this end, the government should play a leading role in solving the financing difficulties of medical services with the help of the PPP model, promote the mutual integration of conflicts between the government and the private party, pay attention to risk sharing and project supervision, vigorously promote the integration of urban and rural medical services, and strengthen the construction of relevant laws and regulations, so as to allow more subjects to participate in the governance of the medical field and promote medical reform and development.
