At 9:00 on March 23, 2023, the Luojia Social Security Forum was held as scheduled in the conference room of the Social Security Research Center. Professor Li Zhen gave a lecture on the topic of "Establishing the Resident Medical Insurance Rate System to Promote the High-quality Development of Medical Insurance".

Professor Li Zhen put forward his views and suggestions on the problems such as the unfair payment burden of individual fixed investment in the current medical insurance and the sharp increase in the burden pressure of low-income groups. First, the uniform rate system based on residents' disposable income can be adopted to reduce the burden pressure of low-income groups; Secondly, improve the level of outpatient security, focusing on the prevention and control of chronic diseases and the reduction of the hospitalization rate of children, while improving the outpatient rate; Third, step by step to realize the actual disposable income of a single family as the calculation basis; Fourth, the central and local finance should further refine the differential subsidy policy to ensure that low-income groups can get better medical security; Finally, a more humane and flexible payment system should be established to improve the affordability of insurance premiums. These measures help to reduce the payment burden of low-income groups, increase the insurance participation rate, improve the level of medical services, enhance the coverage and security level of medical insurance, and achieve the goal of high-quality development of medical insurance.

After the speech, the students actively asked questions, actively interacted with Professor Li Zhen, and discussed hot social security issues such as personal account reform in the medical security system and maternity insurance. The lecture was chaired by Professor Xiang Yunhua, director of the Center for Social Security Studies of Wuhan University.
