Yangtze River Forum | Lin Mingang: Building an Independent Knowledge System of Chinese Social Security Studies

On the afternoon of September 9, 2023, the Yangtze River Forum jointly organized by the Institute of Humanities and Social Sciences of Wuhan University, the School of Politics and Public Administration of Wuhan University, and the Social Security Research Center of Wuhan University was held in the conference room of the Social Security Research Center of Wuhan University. Professor Lin Mingang of the National Social Science Fund Planning review group, member of the Ministry of Education's Public Management discipline Teaching Steering Committee, member of the Expert Advisory Committee of the Ministry of Civil Affairs, special professor of the National High-level Talent Project, director of the Social Security Research Center of Nanjing University, and Professor of the School of Government Management of Nanjing University was invited to make a report entitled "Building an Independent Knowledge System of China's Social Security Science" Sue.

The forum was presided over by Professor Meng Yingying, Director of the Department of Public Economics and Social Security, School of Politics and Public Administration, Wuhan University. More than 200 teachers and students, including Professor Liu Wei, Dean of School of Politics and Public Administration, Professor Zhang Qilin, Deputy Director of Social Security Research Center, Associate Professor Xue Huiyuan, and Professor Yang Hongyan, director of the Institute of Healthy Aging, listened to the report offline and online.

Professor Lin introduces the theme from the cultural context of Chinese history and social security practice itself and focuses on three aspects:

The first is from "social security system" to "social security discipline". Professor Lin led the teachers and students back to the historical sources of the discipline, narrated how the socialist market economy gave birth to the social security system, shared the opportunities and challenges generated by the social security system, and explained that the social security system overcame the economic crisis through the "self-strengthening mechanism" and "internal change mechanism". Professor Lin Mingang stressed that social security talents and research needs ultimately contributed to the great development of the social security discipline, and landmark achievements and major platforms of the social security discipline began to appear one after another.

The second is the path to construct the independent knowledge system of social security science. Professor Lin talked about the signs of autonomous knowledge system: subject consciousness, subject problem, subject action. It clarifies the four paths of the construction of independent knowledge system in the Chinese modernization, and explains the characteristics of China's social security from the perspective of "the integration of the family and the state" and "the warmth of the family and the state", emphasizing that the integration of the family and the state is a unique governance mode in China.

The third is the prospect of the development of social security science. Professor Lin believes that in order to achieve greater development of social security science, it is necessary to further promote the construction of independent knowledge system, follow the discipline development law, and build a new development trend of social security science in China.

Compared with other second-level disciplines of public management, social security is the most mature and necessary discipline in terms of its importance and overall role in the development of the country's common prosperity.

In the question and answer session, Professor Lin had a warm exchange and discussion with the teachers and students present on such issues as "Social security science integrated with family and country" and "the relationship between social security, charity and the third distribution". On the one hand, Professor Lin said that the students' questions were sharp and targeted, and he praised the depth of students' thinking. On the other hand, he answered the students' questions in multiple levels and multiple dimensions, and his conclusions were insightful.

Finally, President Liu Wei made a summary of the forum. The lecture came to an end in the warm applause of all teachers and students, and the students have benefited a lot.
