【Abstract】The social security governance of veterans is an extension of national governance in the field of social security, and it is the product of top-down construction of national governance for specific groups and specific governance problems in the new era. Since the establishment of the Ministry of Veterans Affairs of the People's Republic of China, the social security governance of veterans in China has shown obvious characteristics of integrated reform, that is, structural remodeling and full coverage of the service system, functional integration and co-governance of social forces, combination of national compensation and rights and interests protection, and adaptation of digital empowerment and matching of rights and responsibilities. However, at this stage, the social security governance of veterans in China is still facing complex endogenous dilemmas such as the structural sinking of the governance hierarchy, the difficulty of straightening out the coordination and linkage of governance departments, the decentralized content structure of the governance field, and the poor integration and use of governance tools. The integrated reform of social security for veterans should build a "four-in-one" holistic governance path of overall planning and integration, collaborative linkage, field optimization, and tool integration, clarify the vertical hierarchical power and responsibility resource matching network, strengthen the coordination and linkage mechanism of horizontal departmental affairs, improve the policy system convergence mechanism, and use multiple tools to empower the seamless governance of social security for veterans.
