Associate Professor Zhao Qing, a researcher at the Social Security Research Center of Wuhan University, and his collaborators published a paper entitled "Research on Pension Adequacy from the Comparative Perspective of "Formal Employment-Flexible Employment" in the 9th issue of the CSSCI journal Insurance Research in 2021, which was reprinted in full in the 3rd issue of Social Security System 2022 by the National People's Congress.

【Abstract】The adequacy of treatment is an important issue in the field of pension. On the basis of reviewing the main objectives of the pension system, this paper extracts the connotation of the adequacy of treatment in the two dimensions of consumption smoothing and poverty prevention, constructs a comprehensive index of the adequacy of public pension, and calculates and analyzes the comprehensive index of the adequacy of treatment and its influencing factors from the perspective of the comparison of formal employment groups and flexible employment groups in the basic pension insurance for urban employees, based on the micro data of China's household income survey. The results show that the lower the income, the more dependent on the basic pension income, the pension adequacy level of the formal employment retirement group is significantly higher than that of the flexible employment group, the pension adequacy level of men is higher than that of the female retirement group, and the pension adequacy of the retirement group in the eastern region is lower than that of the central and western regions due to the higher relative poverty risk and lower horizontal replacement rate. It is suggested that the system reform should pay more attention to the relative poverty risk of flexible employment groups.
