【Abstract】In the context of the tightening of government fiscal revenue and expenditure, how to rationally use the existing stock to improve health output is the core issue of government medical investment. The health performance test based on the investment path is very important, which is related to the structural optimization of government medical investment in the future. Based on the provincial panel data from 2007 to 2017, this paper empirically analyzes the impact of "supply side" and "demand side" on health output. The impact of continuous "supply side" or "demand side" on health marginal output showed a non-linear growth, which was inverted U-shaped. "Supply" and "demand" are two sides of the same coin, and they are mutually based on each other. Second, if the "supply side" exceeds the threshold value, it will directly increase the promotion effect of the "supply side" on health output, while the continuous "supply side" can indirectly improve the health output of the "supply side". Therefore, to improve the health output of government input, it is necessary to establish a result-oriented health investment mechanism to realize the transformation from "treatment-centered" to "people's health-centered". Promote the equal allocation of health resources, and the "supply side" should be changed from extensive to precise drip irrigation, and build an assistance network for areas with backward medical technology; Focusing on the "demand side", we will build a competitive medical service system.
