【Abstract】By constructing the GM(1,1) fund income prediction model and the actuarial model of medical insurance, the impact of the COVID-19 on the basic medical insurance for urban employees (hereinafter referred to as employee medical insurance) in Wuhan can be analyzed. The research shows that the COVID-19 may lead to the annual income and expenditure of the Wuhan Employee Medical Insurance Pooling Fund in 2020. Under the established tax reduction policy, when the economic growth rate in 2020 is lower than 3.58%, the Wuhan Employee Medical Insurance Pooling Fund will not be able to offset the expenditure within the year, and the lower the economic growth rate in 2020, the larger the deficit of the pooled fund, which can reach a maximum of 279 million yuan. It is suggested that the Wuhan municipal government should increase investment in new business sectors to promote economic growth, and at the same time take measures to control medical expenses and crack down on insurance fraud to reduce medical insurance fund expenditure.
